The World Affairs Scholar program was endowed by a matching grant from the Greater Texas Foundation in 2005. Since then the Council has awarded this scholarship to five Houston area high school seniors. Selection considers academic record, interest in international affairs, leadership and participation in Council programs.

Eligibility  

• High school senior—must be currently enrolled in an accredited public or private Houston high school. There should be no expulsions listed on the student’s permanent record.

• Financial need—must submit the FAFSA, Student Aid Report (SAR), and complete copies of parents’ or guardian’s most recent 1040, 1040A or 1040 EZ tax forms.

• Grades—must have a minimum un-weighted grade point average (G.P.A.) of a B or 80%. This ranking will be verified as part of the official transcript or by a school official’s certification. An explanation of the grade scale must be included.

• College plans—must provide proof of acceptance or enrollment at an undergraduate institution. The award is contingent on the applicant’s ability to prove his/her intention to begin and complete a degree at an institution of higher education. The applicant must have an application or acceptance on file at a college or university for the fall of 2011. The applicant must indicate a planned major focusing on a social science, such as: anthropology, archaeology, economics, geography, history, foreign language, political science or related field, such as international studies.

• Character—must have demonstrated leadership and involvement in school activities, the community and Council programs.

• Citizenship—must be a citizen of the United States and a resident of the state of Texas. If born outside the U.S., proof of citizenship must be provided. Students with permanent resident status are not eligible.

Required Documents 

Transcript. Include an official transcript that shows your academic standing in a percentage, class size, and official ranking. High school students� transcript must include all four years. Transcripts will not be returned.

Test Scores. Applicants must have SAT or ACT test scores. You must have taken either the SAT or ACT college examination before submitting your application Proof of the score should be either a part of the official transcript or an official copy of the test results. The information should reflect the date the test was taken. The highest test score will be used for evaluation, but scores from different test dates will not be combined.

Essay. Include a typed or handwritten narrative of no more than two, letter-sized sheets, double-spaced, 12 point font. No specific topic or theme is required; however, the narrative should clearly indicate the importance of a college education, career goals, and how your interest in world affairs will assist you in accomplishing these goals. Your name, address, school, district and county must be typed as a heading to the narrative in the upper right hand corner of page one. Applications submitted without a narrative will not be considered.

Proof of citizenship. If you were born outside of the United States, you must furnish proof of citizenship. Students who are permanent residents are not eligible.

References. You may submit a maximum of two letters of personal reference, and no letter may exceed two letter-sized pages. One reference must be from an academic teacher. Your references may be typed or handwritten and must include the name, address, and daytime phone number of the person making it, as well as their relationship to you (e.g. teacher). The references should indicate knowledge of your character and other factors in our evaluation.


Evaluation

A selection committee consisting of Council staff and board of directors will review all properly completed applications and supporting documentation. Incomplete applications will not be considered. Applicants will be evaluated based on the following factors:

20% Community Involvement (includes participation in Council events)
20% Character and Leadership (letters of recommendation and demonstrated activities)
20% Academics (G.P.A. and test scores)
20% Economic Need (Tax return, FAFSA, SAR)
20% Personal Essay
